Shenzhen Mayor Chen Rugui, when speaking about the construction of the Guangdong, Hong Kong and Macau Greater Bay Area, recommended extending the hours of Shenzhen Bay to allow for 24-hour customs clearance.

According to data from the Shenzhen Border Inspection Station, there were 241 million entry and exit personnel at the Shenzhen Port in 2017, and more than 250 million entries and exits in 2018.

At present, among the various land ports in Shenzhen and Hong Kong, only the Huanggang Port is open 24 hours a day.

No timeline has been provided for the change, which will likely need State Council approval.
