Yang Rihua said that Guangdong is a major province of entry and exit and a major province of foreigners. In 2019, there were more than 7.26 million foreigners entering from Guangdong ports and more than 7.36 million leaving.

"According to the constitution of China, the people's Republic of China protects the legitimate rights and interests of foreigners in China, and foreigners in China must also abide by the laws of the people's Republic of China." According to the law on the administration of entry and exit, foreigners in Guangdong should carry their passports or other international travel documents or residence documents with them and accept the inspection of public security organs, Yang said. If an alien refuses to accept the public security organ's examination of his or her exit and entry certificate, or refuses to hand in his or her residence certificate, the public security organ shall, in accordance with the provisions of Article 76 of the exit and entry administration law, give a warning and may concurrently impose a fine of not more than 2000 yuan.

In addition, in accordance with the relevant provisions of the provisions of the entry and exit administration law, the public security organ may also, depending on the illegal acts of foreigners who violate the laws and regulations of China, make decisions such as declaring their certificates invalid, canceling them, or collecting them, leaving the country within a time limit, or expelling them. If a crime is suspected, criminal responsibility shall be investigated according to law.

According to the infectious disease prevention act, foreigners in Guangdong must accept new coronavirus pneumonia investigations, inspections, sampling, isolation treatment and other preventive and control measures. Foreigners who refuse to cooperate with the new coronavirus pneumonia investigations, shall be subject to the provisions of Article 50 of the law on administrative penalties for public security, including penalties as warning, fines and detention for those who fail to cooperate in the implementation of centralized isolation medical observation and isolation treatment measures, or hinder the performance of their public duties.
