It's Time to "Get Back To Work" as Risk Levels Drop
23 Mar 2020
On March 21, the Guangdong Provincial Market Supervision Bureau issued the "Notice on Promoting the Resumption of Production and Resumption of Market Entities", and proposed to comprehensively facilitate market entry, effectively reduce the cost of resuming production and the resumption of market activities, and crack down on disruptions. The "Notice" will be implemented from March 21, and is valid until the end of the new coronavirus pneumonia epidemic in the province.
The "Notice" clearly states that the risk level classifications will be promoted in an orderly manner to encourage market entities to resume work and resume production. All units should, according to the risk level assessment for their region, implement the necessary requirements to speed up the resumption of work and production by market entities.
- Low-risk areas shall promote the full resumption of production and resumption of market activities;
- Medium-risk areas should promote the basic resumption of production and market activities to meet the daily production and life needs of the people.
Among them, physical wholesale and retail, catering, resident services, transportation and other market entities involved in the basic livelihood of the masses, as well as research and development of intellectual property services, shall promote the resumption of work and resume production;. Culture and entertainment involving the gathering of personnel, Education, training, and other industries, ensuring effective measures to prevent and control the epidemic and reduce the concentration of personnel, shall promote the resumption of work and production as soon as possible. Individual industrial and commercial households that meet the regulations for resuming production, can conduct business activities in accordance with laws and regulations without approval.
All of Shenzhen is Now Low-Risk
The Shenzhen Business Daily yesterday reported that they've learned from the Shenzhen New Coronavirus Pneumonia Epidemic Prevention and Control Office that with Futian District now being classified as low-risk, the entire city of Shenzhen is now considered low-risk and public places in the city will be fully opened. All types of public places, including commercial parking lots and leisure places will have their entry and exit points removed, and express delivery, takeaway, etc. can also enter upon showing their registration codes and having their temperature checked.
It's important to note; however, that as the current focus is now on preventing the importation of cases from abroad, both community management and enterprise and operation activities management are advised to comprehensively investigate and monitor persons with a history of foreign travel in the last 14 days.
The news may take some time to circulate to the relevant people in charge.
On the afternoon of March 22, Shenzhen Business Daily reporters visited Huanggang Park and saw that the gate at the park had not yet been removed. Volunteers on duty there said that they had not yet received any relevant notice that they can do so.
The reporter also visited a number of residential districts in Futian District and found that most of them also did not lower their defenses, and takeaway and express delivery were still being delivered by contactless delivery. The staff at the epidemic prevention point of a community said that they had not received the relevant notices.
Do not expand the scope of the quarantine without authorization.
Strengthen the prevention and control of imported risks.The prevention and control requirements propose that we must further coordinate epidemic prevention and control and economic and social development, optimize epidemic prevention and control strategies, increase efficiency and effectiveness, actively and orderly promote enterprises and institutions, resume production, resume business in various production and operation sites, and accelerate the restoration of normal production and living order. Except for those who must be quarantined as required by the policy, no unit may expand the scope of the quarantine without authorization; however, they must strictly prevent the import of overseas epidemics, improve the prevention and control strategies for overseas imported risks, and conscientiously implement the new concept of city prevention and control.
Public places open.
Express delivery can enter the community.
In terms of traffic health management, various prevention and control measures in accordance with the guidelines for the prevention and control of imported cases are still necessary. Border control personnel will continue to implement and strengthen existing measures to prevent and control the epidemic.
Management of public places shall work towards the full opening of shopping malls, large chain supermarkets, restaurants, entertainment venues, performance venues (Pavilions), Internet cafes, hotels, bathing centers, beauty salons, photography, appliance repairs, exhibitions, libraries, and various public places such as museums, wholesale outlets, automobile (including second-hand car) transactions, auctions, logistics, warehousing, car dismantling, e-commerce public service centers, etc.; strengthen ventilation and disinfection of the places; continue to take a body temperature tests; fully open all types of commercial parking lots, with "in and out" temperature tests; and all types of leisure places, such as parks and greenways, shall fully open entry and exit points.
Community village management shall increase the entrances and exits of the community (including villages in the city) as much as possible to facilitate personnel entry and exit, while temporarily retaining the one-way temperature measurement measures at the entrance;
Community outsiders, as well as takeaway, courier, delivery and other personnel can enter and exit normally after registration and temperature measurements. Community leisure, fitness, entertainment, service and other public places shall fully open while continuing to disinfect.
Stairs, elevators, and small enclosed places should be disinfected daily. Comprehensive inspection of people with a history of foreign travel in the last 14 days must be conducted, as well as strict implementation of health management measures, and timely transfer of those fever and cough symptoms to designated medical institutions.
Building units with confirmed cases must cancel their enclosure measure after the health department has judged and determined the risk is eliminated.
Enterprises need to investigate persons with foreign travel history in the last 14 days
Compared with the previous week's Shenzhen districts' prevention and control levels and measures, the most notable change this week is the strengthening of the measures regarding the prevention and control of imported cases, requiring strict implementation of the responsibilities assigned to parks, enterprises, and commercial offices.
Regarding the management of production and operation activities of enterprises, unless otherwise stipulated by the state and the province:
Workers from Hubei (except Wuhan) who return to Shenzhen with a green health code and those from Hubei (except Wuhan) who stayed in Shenzhen will no longer need to implement 14-day home isolation or centralized isolation measures and will no longer need nucleic acid testing.
For returnees who do not have a green health code, and all employees from Wuhan to Shenzhen, will continue to use the current control measures and implement 14-day home or centralized isolation.
Employers must comprehensively examine people with a history of foreign travel in the last 14 days, strictly implement health management measures, and immediately transfer those with fever and cough symptoms to designated medical institutions.
